Thing with the Doffy vs Luffy fight is its hard to determine what would happen, because Gear 4 has a time limit. If it didn't then Luffy would have won before he needed help from the citizens, and he would be able to use it all the time. It all comes down to that last attack, the King Kong Gun which destroyed a town and folded in the ground, and whether you think that would take out Doffy without Law hurting Doffy.

Yeah and once his time limit ends, he can’t use haki at all for 10 minutes, so he’d be even more weak and vunarable to katakuri than he is right now

Gear 4 is a temporary power boost and he won't have people helping him while he recharges like he did with Doflamingo. Once he uses it, it's either he definitively beats Katakuri before it runs out, or he doesn't and he dies. It's too much of a risk to use right away.
