Just throwing it out their, if you go back to the Whitebeard War their is this one moment were Marco and Vista attacks Akainu and are confused because they say they attack with Haki, but Akainu still regenerates like a normal Logia, yet the Color of Arms should still hit him. That is very similar to what Katakuri is doing here. You don't have to be a Logia to coat yourself in a DF substance. Both Magellen and Tebol did this even though they are Paramecia.
