I think Shinra confronting Burns has to do with him possibly having answers about what happened with his family. Even though Shinra knows his mom has become a demon Infernal and his brother is alive, he found out through an Adolla Link and doesn't have much clue about how it happened. I'm sad people are still sleeping on this series, it's not the greatest but it seems to finally find its pacing, has good characters and a legit power system.
