This was later confirmed in an SBS, I think, so there's no way of actually knowing if you're anime only, but *right* before Luffy used it to knock out the executioners, Whitebeard was about to do the same thing. If you notice, he says something like "you think I'll just let you do what you want?", but suddenly has a cardiovascular episode due to all his injuries and his old age. He was about to use Conqueror's haki at that time.
