I don't believe Hordy was more strategic than Arlong at all. Hordy uses brute force and intimation to try to over throw the government with the help of physically enhancing drugs. Arlong was smart played the long game payed off who he had to killed or exhorted who he need to and that's on top of his hatred for humans. Off top Hordy is stronger but that's it Arlong was the smarter and a better strategists with all do respect.

I think Luffy's attack being aimed at the Noah with Hordy being an afterthought communicates that the villain of the arc is really the the grudge born out of the history of the Fishman Island: both the relationship with humans and the kingdom segregating the poorest fishmen to the Fishman District, creating an environment that would inevitably boil up in this way. The Noah hovering above the island is kind of symbolic of the weight of the years of unaddressed problems crashing down on them and probably intentionally a callback to the Sword of Damocles. As you see in the next episode, this cycle of hatred is ultimately the enemy that is defeated by Jimbei, Nami in particular with her forgiving Jimbei, the rest of the Strawhats, and the next generation that will escape it and move forward.

That and Neptune is old and basically threw out his back any time he attempted to do anything physical throughout the arc on top of being injured during the crucifixion scene.

Luffy understanding the Sea Kings will get explained further. Unironically the first instance of Luffy understanding a creature was when he talked to Chouchou (the dog from Orange Town) and learned about his fight with Ritchie (the lion from the Buggy Pirates) through talking to him. He learns about the situation without communicating with anyone else or witnessing it himself. It's less speaking the animal's language like Chopper and more like understanding something regardless of language or species.

Well remember Neptune has that same hate towards humans, he needed to watch the straw hats defend the kingdom because Neptune was like everyone else. It's one of those one piece things where it's a throwaway line honestly.
