Okay, the thing is, you actually can use bounties to make a very rough estimate of someone’s “power level”, but you need to understand how unreliable it is. Bear in mind that Zoro has a lower bounty than Caribou right now. And chopper still has a bounty of 50. You can make assumptions based on bounties, but you shouldn’t be surprised if they end up being way off.

Bounties don't exactly represent how strong they are. I mean it can in a lot of instances, but just because your bounty is higher doesn't automatically mean your stronger. Especially if it's just a 100 million difference

Smoker has been waiting for them ever since he went to the new world, as that was their next step, naturally. In the scene with smoker, he noticed all the ships started coming up after a month of nothing. He also knew about hordy jones, so someone freed the humans from fishman island and figured that it had to be the strawhats.
