You sell your item to them and get a ticket and then you can come back and buy it for the same price, but if you don't come back in time they get to keep the item and sell it for profit. It's like an informal loan where you put up collateral. So he did sell his license, he just has the option to get it back, but pawning things is always risky because you might not have enough money to get it back later.
