Luffy isnt smart but he is kind of wise, if that makes sense. there are a lot of situations where we don't understand what Luffy is doing and later realize that was the smartest thing to do. Denying Gaimon his treasure, punching Vivi to show his friendship, telling Chopper to shut up to get him to join the crew, knocking out the mayor of Orange town to save him from Buggy, fighting Kobe to get the marines to let him join, Etc.

To be fair Luffy's intelligence applies way better to his world than to ours. We don't need battle skills in our world like Luffy does. Luffy also falls for stuff way easier than Zoro. Think about when they encountered Foxy. Luffy falls for every dumb disguise but Zoro could see through them like anyone else. Still though Luffy was raised by mountain bandits and it's a miracle he can even read because he had no schooling done as far as we know. It's hard to blame someone for their lack of knowledge when no one ever tried to teach them. The other Strawhats for the most part had parents or guardians who tried to not just raise but educate them.
