I think it's a matter of locale. In Tokyo, there's small boutiques with One Piece branded shit all over the damn place. One Piece hasn't caught the West in the same way Dragonball did.

In episode before law stated: When we capture him things will start moving and there is no going back are you sure we still are going in alliance? (that was a huge red flag that he is important char for story to progress)

I liked Lycans theories. Till now we still dont know what the goverment is doing all these experiment for. I believe that there will be a giant final battle between Luffy an goverment, after he became Pirate King. Like free all slaves in the world and break down the Tenryubito. Just like Naruto had to fight Momoshiki in the movie after he became Hokage. Would be crazy to see all Straw Hat friends and allies vs the world.

I understand why at this point you have concerns that cesar is an irrelevant villain, but as more information is provided you will realise that this isn't the case. Law says himself this island has the key to wreaking havoc in the new world and law needing to kidnap cesar in the process of taking down one of the four emperors should tell you about his significance.
