Plus there is quite a bit of reasoning that can be used to deduce that he doesn’t have a fruit. Like someone else mentioned, he talked about how the ropes were made which wouldn’t make sense if it were just a devil fruit power. And the SBS

2021-08-24 10:10:23 +0000 UTC2 different Devil fruits can be very similar so a string/rope thing could theoretically work. Like the Ton-Ton guy here and the Kilo-Kilo girl from Alabasta. Very similar. People debate the Paulie thing all the time, as there is no outright explanation said in the show as to his rope skills, but we know in the SBS (like a page where oda answers questions from fans thats released in the manga volumes) that he keeps the rope in his sleeves, so I think he's just a crazy good craftsman like Franky.

2021-08-24 05:48:20 +0000 UTCI think the strongest evidence that Paulie is not a devil fruit eater, is that he says his ropes are specially woven Galley-La ropes and that's why they're so strong. If they were from a devil fruit they would essentially be magic ropes, but he's basically saying they are real ropes that he learned how to make at his job. He also has attacks where the ropes will have knives attached to them, but unless he has the Rope knife-Rope knife fruit that counts for both, you kinda have to assume that both the knives and ropes are just real objects that he has concealed on him. Water-7 and Enies Lobby are great but even they can have their fishy moments with Paulie rope shenanigans.

It's almost certain that Paulie wasn't intended to have a Devil Fruit during the Water 7 arc because they didn't go out of their way to state it. Characters with Devil Fruits usually have their moment to announce it. But also, because they didn't explain his rope moves either, it's open to the possibility that Oda could change his intention for Paulie later. He did that with the powers that eventually got called Haki. He hasn't done that with Devil Fruit powers before, but it's not out of the question. It's also possible that it will never be specified and it will be an open ended question forever, unless someone asks Oda and he sets the record straight.

Unless he sprouts wings like Laffitte of the Blackbeards did at Impel Down, there's no basis for Devil Fruit debate.
