Crocodile is a great villain to me, although Doffy is still just the better villain. Crocodile said back in Marineford that he doesn't take him being beaten personally and has moved on from Luffy and Alabasta, but who knows what kind of path he'll take next. With both Doffy and Crocodile I think they're good villains because they have their own very personal ambitions. They're just doing their own thing and don't really care what everyone else is up to. They're proud but have the strength to back it up. Also the relationship between Crocodile and Mr. 1 is just great. He clearly didn't care about the members of Baroque Works but Daz Bonez is there to back him up no matter what his plan and Crocodile knows he can rely on him.

This. He literally tells Sabe "I was stopped by you" and that makes him a lucky man. Basically Sabo getting in his way there and clearing out all the other Marines gave him an opening to basically say Sabo stopped him from going after Luffy and since he hates the Warlords anyways and has an idea of the kind of person Luffy is from the gambling house, he can put his faith in Luffy.

i think yall missed it but issho says he kinda used sabo as a an excuse for why he wasnt taking action, thats why he said he was a lucky man. after realizing that so many others were counting on luffy he decided to as well. cause he knows that the navy cant save this country's after failing it so massively. there wasnt really a specific moment that changed his mind.

Fujitora sort of hints at it when he’s having the talk with Sabo that he was never really going after Luffy in the first place.
If he were to sit back and let Luffy take care of Doffy and save the country like he wanted, it could be an issue, especially if it’s Akainu that he has to report to afterwards. If he says he let it happen because he was fighting the second in command of the Revolutionary Army, then he has an excuse. It helps that his men were there in the beginning to be witnesses.

Also my favorite villain so far is Eneru. I just like his design and power. His arc was decent, it wasn't the best. But to me he was a villain that could have been end-of-the-series level if it wasn't for the fact that he was in the sky and ignorant to the world below, and Luffy's lucky rubber match-up. If it weren't for those two things, he'd be an even bigger threat than Kizaru. Not only did he display Observation Haki before we knew what it was, he also had mastered it better than anyone else we've seen so far, AND used his devil fruit to enhance his observation powers even further. His design was so OP that his place in the story had to nerf him at every corner. But that didn't stop him from bodying every straw hat and sky island resident before Luffy finally got to him

I think it was when the toys reverted to humans and the country reached the point of no turning back that Fujitora changed his position. When the country appeared to be stable, Law and the Strawhats were the only target Fujitora had. But once the people turned on Doffy, Fujitora had the O.K. to go after Doffy too, since he's an ally to the people first. But since he feels that second-hand guilt on the Navy's behalf, he decided the best thing to do was sit back and let Law and Luffy do what they came to do.
