@Danger Tomato bruh that’s what happens when your fight is the longest fight in anime 💀🤡 my dude Luffy had to get physically and mentally stronger while he was fighting Katakuri. Even in his new Gear he still had a tough fight.. I’d much rather see 22 episodes of fighting than Luffy getting clapped and having to spend 22 episodes recovering and chasing the villain

Hate to break it to you but the marines are under the world goverment. Which is why when moria asked doflamingo "Who ordered you to kill me? Sengoku?" Doflamingo replied with "Someone above him" Which basically means the gorosei from the world goverment.

No, the CP’s(cipher pols) are all agencies directly under the world government but cp-0 directly report to the celestial dragons, they are like their personally representatives and assassins in the world government while the rest of the cp’s I assume just get orders through the regular channels and the gorosei. The only thing cipher poll and the Marines have in common is that the world government and the gorosei are their boses.
