Roger just wanted to feel like he was the most accomplished pirate before his death and in his mind the best way to do that was to travel the world, and visit the TRUE final island that no other pirate had reached and the government was trying to hide by outlawing the Ponegliffs. Pirates before that just sailed out for their own various ambitions prior. That's why it was such a huge deal, that when they executed Roger, expecting it to be a huge statement by the World Government to discourage pirates and lead to an end of that era, instead Roger announced that he left the greatest treasure ever in "One Piece" and that it out was out there for the taking. The World Government's plan backfired completely and then a new Great Pirate Era began fueled by the search for One Piece, and since it was left behind by the greatest there ever was, known as King of the Pirates, anyone who found it would get to claim that title for themselves as well.
