The Manga also had the same "Lightning" when Ulti and Luffy clashed. Oda himself is kinda inconsistent when it comes to haki in the manga. Or at least many readers having a hard time to figure out what exactly is going on in some panels . For example, some people thought Kaido one shotted Luffy without haki in their first fight (even tho there was sparks/lightning all over the place in that panel) and another time lots of people thought Kaidos club cracked when in reality it was just the haki emitting from his club) so if it's unclear for so many fans, then it is ,like you said, probably also hard for some directors to figure out how exactly that stuff should be shown on screen . So it's no wonder that it is even more inconsistent in the anime ...

2022-08-25 05:11:16 +0000 UTCincase you didnt notice, luffy only lost the headbutt clash because the floor broke underneath him it wasnt due to him being overpowered by ulti, you can tell by how luffy reacts to the floor cracking
