This grotesque-looking bow, a magical item, was crafted by the infamous hag Madam Scarecrow. Known as a terrifying figure and an urban legend, she roams the open seas aboard her ghost ship, The Chained Crow. The bow was bestowed upon the captain of the Sunken Court pirates as part of a deal struck with the hag. Madam Scarecrow created this bow from the mysterious carcass of an aquatic fiend, found in the depths of the dark, stagnant sea within the abyssal realm. It harbors eldritch power, enabling the wielder to manipulate the weather and bestowing boons when underwater or in the rain. The bow was retrieved from the wreckage of the Sunken Court pirate fleet, following their annihilation by the Azalis Empire's Royal Navy. Those who have wielded the bow report that each time it rains, they hear wrathful whispers beckoning them back to the sea.

The bow is a magical weapon that grants a +2 bonus to attack rolls and damage rolls made with it. While attuned to this bow, you gain the ability to breathe underwater, and you have a swimming speed equal to your walking speed.

Tidecaller's Wrath. Arrow loosed from this bow is sheathed in frigid cold, dealing an additional 1d6 cold damage on a hit.  When an attack is made with the bow while it is underwater or under rain, the target takes an additional 1d6 cold damage and must succeed on a DC 17 Constitution saving throw or become slowed (as per the Slow spell) until the end of their next turn.

Deluge Dominion. Once per long rest, as an action, the user can conjure heavy rain from the sky within a 1-mile radius centered on a point that you can see, which lasts for 1 hour. Along with the rain, the user can choose one of the following phenomena to occur for the entire duration:

• Tempest Veil. Creates an extreme downpour that extinguishes all exposed flames and reduces fire damage taken by any creature or object under the downpour by half.
• Mist of The Deep. Generates a thick fog and drizzle, limiting visibility within the area. Creatures within the area have their vision reduced to 20 feet. However, You and any creature that can breathe underwater can see up to 60 feet.
• Vortex Embrace. Creates a large vortex on a body of water, pulling in creatures and objects within a 60-foot radius. The area is considered difficult terrain, and creatures that end their turn in the area must make a DC 17 Strength saving throw or take 2d8 bludgeoning damage and be pulled 10 feet toward the vortex center. Creatures and objects that end their turn at the center take an additional 3d8 bludgeoning damage.

When you use this feature, you must succeed on a DC 13 Constitution saving throw or gain one level of exhaustion that cannot be removed until you take a long rest.
