Indeed so. It is important to test these technologies in a location where the test subjects can be evacuated if things go terribly wrong

Re. ultra-pessimism about generation ships: surely long, long before anyone considers trying to boost a habitat on an interstellar course, this will have been preceded by decades or centuries of experience in maintaining space habitats in the Solar system. Either the bugs will have been worked out or else everyone will know better. In fact a sort of precursor to interstellar colonization may have occurred when people seeking independence/isolation will have made the journey out to the Kuiper belt to build habitats from the available rocks and ice. Depending on the propulsion technology available, these journeys might take 1-3 decades. IOW, I see a lot of "baby steps" being available to test the viability of longer journeys.
