I think anyone who calls Pain's plan stupid didnt think about it much. Its not the best plan nor do I agree with but it some regards it makes sense. Probably the same people who hate on Danzo. But won't get into that as yet

Many consider him to make very good points, even if his ideology is very cynical, while others think his plan is stupid. I personally think his plan isn't the best, but it could work temporarily. It's sort of similar with atomic weapons. Many major nations have access to them, but they're afraid to use them in an assault on other nations because of the destruction they cause. It doesn't stop all the fighting, but you could argue that it's ironically the development of such weaponry that caused our times to be the most peaceful ever.

And ever since the US dropped one, there has not been a world war as each nation never wants to repeat what happened to Japan. So is there some real world basis to this. I don't agree with Pain at all. But I can at least understand his reasoning.
