Heca buff isnt enough to make him S+ but he is a fine champ, i think this buff matters a bit more in lane tbh
Talon up a tier, he was close to s+ but now he is even better at invading cus of smite change

IDK How much the taliyah change matters but surely its not enough to make her a+
