Xayah Q max with ER rush into normal build is viable now, quite strong champ
Akshan down a tier but still playable
Graves was so overtuned this wont make him useless, alot of times with the way he lanes his E isnt doing anything, so should still be playable, for sure worse but playable
IMO hard to play champs like Jinx in soloq but these are some good buffs for sure, worth playing now
As a karthus player myself im ofc sad he gets nerfed but you can play around these nerfs and at lvl 8 + there is no difference.
Lux crazy buffs but same for jinx, these champs are never good in soloq, you can play her now tho but its painful some games
MF same as karthus, be human and shes good still
i wont mention quinn
Sion: Good buff still hard matchups in the meta but he is a bit better

Shieldbow viego is buffed, might be meta build now tbh
not sure how to feel about stridebreaker vs goredrinker
buff duration of conq is soooo low now...
Guardian less shield early but still only rune that does what it does so cant go other runes on some matchups
health shard rune is buffed quite a bit, worth to go if you have free rune space
