Leblanc isnt up a tier yet for me personally, but you should play her for sure she isnt bad , like her winrate is bad but its not real imo, shes not THAT bad.

never rated seraphine mid that high, down another tier now.

now the main thing to talk about is the sustain changes, the seocnd wind nerfs, potion nerfs etc and what it means.

Basically champions like corki that purely wants to farm and scale, rarely interacts with their laner are giga nerfed, enemy having less sustain doesnt matter when enemy champ is corki.

Champions like Azir ( Comet Aery HoB Electrocute ) Viktor Zoe Syndra Karfus type of champions gets massively buffed.

Yone Yasuo second wind champs are still fine because d shield isnt hit, they are worse and some matchups that was already hard will be even harder but these arent hurt as much as Corki id say

champs up a tier cus of sustain changes: Karfus(u should try aery scorch (first strike still good but aery scorch giga buffed ), Vex, zoe
Champs down cus of sustain changes: Kassadin, Kayle, yone, yas,

I think later there will be more champs going up and down with these changes ( like orianna will benefit in alot of matchups, but dont think she is so great in soloq atm .
