This item strength is in Catalyst healing in lane, and when fully scaled. It works as a semi crown for champs like cassio anivia in games where u dont need damage from liandry ( so vs assassins ) Its good on ryze cus he uses every aspect of item, the level up, the mana, the catalyst.
Ryze up a tier, i believe RoA ryze is quite strong when played by a good player.
Rumble mid is quite good atm, but his weakness is how easy he is to gank, 1v1 he is very oppressive vs melee champs. but is almost unplayable vs junglers like trundle jarvan imo.
Try tryndamere with hydra rush
Try Graves with Hydra rush Shieldbow Fleet, could be S+.
Try Kled Mid with hydra rush
Moved kassadin down a tier, i think he is worse now, plates are worth more gold, junglers are stronger, hydra mids fk his mother.

id always go rylais on cassio, but i think its less needed to rush it some games, like when enemy is like big tanks id rather go liandry into void and then rylais/raba. electro impact eyeball/zombie ward relentless absolute focus gathering/demat free boots on ekko , you want either one of these 2 secondaries so you can oneshot wave easier, use 2 demats on casters, 1 on melee/cannon
