Okay so found out entirely by accident today: apparently historical gender neutral of the term 'witch' specifically was first 'Wiccan', (which also had gendered singulars, most common use was as a plural neutral) which then became 'Wicche' in Middle English. And then that became 'witch' as language evolution continued - and then the 1600s went and was like "you know what, witch is exclusively feminine now."
