My personal take is that while part 1 and 2 are not as consequential, they are still an important piece of the Jojo experience. Part 1 helps create weight to the threat Dio poses while Part 2 makes Joseph all the more endearing.

Only parts 1 and 2 had teasers for the next part. Part 3 and part 4 justed ended. David Productions was confident they would get to animate till at least part 3 but weren't as confident about the other parts, so they tried to make each part after part 3 have a self-contained ending.
