The Eldians of Marley were working towards reducing the amount of racism towards them and that is done by destroying the Eldians of Paradis. Marley wanted to remove the threat of the Rumbling, but more importantly they wanted the resources of Paradis and would probably want enslave the population of Paradis using the systems we see on the mainland or by using the Founding titan. The people of Paradis started off with pretty good intentions, they just wanted to survive the titans. Now things are more complex. The leadership of Paradis wanted to force pacifism on the population of Paradis and would allow the population to be murdered without them fighting back. So we have 2 main factions and 4 sub-factions. 3 of them start off with a partially good and partially horrifying goal.

The Eldians were peaceful and isolated right up until the Marleyans decided they were gonna genocide them for their natural ressources. This is quite literally poking the bear. Remember people, if you go looking for a fight you will find one. Also to recap a bit of season 3, the Marleyans had no idea Grisha had taken the Founding Titan, since they can't get information from inside the walls. The attack on the walls was in fact unprovoked, just to see if the King would step in to protect his people.

He didn’t do anything but prepare. Eren’s had “enemies” since the very beginning, the only thing that’s different now is that he’s no longer acting self-righteous about it.
