Apparently it either changed powers after he died or simply changed form (as it looks more melted and blobby post-Carne death) but still works the same. Which could be why he was moving so slowly towards the plane. Since if NBIG is fully automatic, it would also attack him if he was the fastest thing in range. I.e. his plan was probably to get Mista and the gang to run, then he'd activate NBIG once he was close enough for it to target them, however Mista just kept yelling at him, so he had no choice but to bring his stand out and YOLO it, but Mista shot him the moment it formed.
