2023-06-30 14:26:50 +0000 UTCAs far as I'm aware, Japan has/had a thing for tattoos being a sign of criminal activity, thanks to the yakuza for the most part. Episode 32 was aired in japan during the year 2000 so it was more of a thing back then.
