The Venn diagram between "this person is just being nice to me" and "this person is trying to get me to ask her out" is a circle, and I never want to make someone uncomfortable by assuming they want more. I just really wish people were more willing to speak directly; that shit drove me crazy in my youth. I remember one person I went out with giving me really mixed signals on the first date, so at the end I just asked "is it ok if I kiss you?"...and their response was "yeah, if you hadn't asked", followed by looking at me expectantly. Some people are allergic to communication; I didn't go on a second date with them.

Instead, I will talk about what makes a Stand stronger or weaker in average. Something that you have to always take into consideration for the strength of a Stand are 2 things: Range, and Type of Stand. Range is pretty simple to understnad. The farther the Stand can go, the weaker in general it'll be to compensate. Jotaro's "Star Platinum" is an EXTREMELY strong Stand... But it can only exist at up to 2 meters away from the user. On the other side we would have something like Kakyoin's "Hierophant Green", that is bastly inferior to "Star Platinum", but can not only go away from the user by dozens of meters, but it can spread itself though a wide area. You can sacrifice power to gain range or sacrifice range to gain power, that's one of the basics. If a Stand has an extremely powerful ability, then the user MUST be VERY close, if the ability is pretty weak by itself, then you could be bieng attacked by dozens or hundreds of meters away. After that is TYpe of Stand. I'll divide this into 2 simpel categories: Direct Control and Automatic. With Direct Control, you directly control the Stand as if it was your own body. All the Crusaders do that. With Automatic, the Stand does a very specific thing, it follows a rule and then it acts basically as an AI. THis ones are extremely powerful and durable, even Star Platinum can barely make a dent into them by going full power. But the user has absolutely no control over them, aside from setting where they will activate, and maybe a condition for them to do so. SOme even are perjudicial for the User too. In exchange of those cons, they are very powerful, resilient, and with a very long range. This would be the 2 basic things to take into consideration for the power of a Stand. Something liek Star Platinum would be considered a "Power Type Close Range Stand" for being tied so closely to the user in exchange of raw power.

So unless there's another way to access fan-subs it can be a fair amount of work. I personally like using the official subs for my first viewing anyway, as some of the copyright friendly names are very funny.
