The imperial eagle, doing human experimentation and their iconography all points to Shocker as well, especially since Shocker was made to be a villain based somewhat on the Nazi's and by having them as a villain pushing more away from Japan's past. The reason I say Shocker specifically is because the titular Kamen Rider was born due to Shocker's experimentation and someone saving him from being fully brainwashed into Shocker's soldier. Sanji is basically a Kamen Rider in that aspect.

If she keeps up the pace set today of 10 episodes every 2-3 days, she will make it, but if she did every 3 days flat she would be around 40 something episodes short of catching up
