Likely all he heard was Peter got into a fight and that it wasn't even close, then Peter just chest punched him down the hall. To him that sounds awfully like someone who knows they have an overwhelming advantage who could've subdued Flashed easily, using excessive force. So while his words may not exactly apply to this particular scenario, he doesn't have the full details like we do as viewers. Always have to look at it form the characters POV and the info they have at hand when saying this stuff.

Some of the isolated parts are what I'd consider among the best, but other parts really bring it down to me.
