I might be wrong, but Alicia might be thinking of Koala. She was forced to keep smiling while she was enslaved. So while not connected to the Smile Fruits, the idea of a kid being unable to show any other emotion besides a smile has been brought up during Fishman Island. Not being able to place the idea is totally valid, since we meet more kids during Punk Hazard and especially with how long ago that was.

When I got to the page of Yasuie's death and the people compelled to laugh, I had to go for a walk to clear my head. It cemented a hatred of mind control and forced limitation of expression in media to this day.
