Thing is, how Cassian was acting before the shore trooper approached him is his normal behavior. He's been looking over his shoulder and having to be hyperaware of his surroundings and what is going on around him his whole life. It's the same skill that lets him casually know whether everyone on Aldhani was right or left handed, just noticing things and what is going on around him.
Like when I went back to school years ago to get into a healthcare related program, one of the guys in my class was an ex-army sergeant who spent around a dozen years in the service and did tours in Iraq. And he told me that due to his experiences there he knows he will probably spend the rest of his life checking windows for gunmen or giving everyone who passes him an eye scan, trying to see if there's any sign that they're carrying guns or a suicide vest under their clothes. If you do something long enough and your life depends on you doing it, it becomes a part of you. That becomes your normal, and can't be turned on or off like a light switch, or at least, not easily.
Also, in any decent society it should take more than someone sweating on a hot day and looking around at a disturbance to be picked up by the police and sent to jail, and we shouldn't be deferring to an unreasonable authority that thinks that's enough to throw someone in jail for years. But that's another story though.

Im ngl yall that victim blaming at the end is kinda wild. Looking around after seeing people running at full speed around you is not grounds for logical suspicion. That trooper arrested him because he wanted somebody to arrest.
