The entire prison is a scaled down example of what the empire is doing to the galaxy and I love. Set all the different rebellious elements against each other. The threat of punishment is always there but there isn't enough empire to stop everyone at the same time. Compliance is rewarded with the freedoms they have stripped from you

This is easily my favorite depiction of an imperial prison planet.
In the animated shows they always made it a cartoonish dungeon or a filthy work-camp when in reality the empire wants their prisoners alive, healthy, and working for as long as possible.
