They were all, more-or-less, evenly matched. They were all each-other after all. An endless stalemate, a temporal meat-grinder, WWI trenches across Time. But you forgot one thing. Alioth. Alioth is a unique entity across all time, always. THIS variant was the only one to find Alioth, 'tame' him, and thus tipped the balance. He Who Remains is He Who Remains because he was the only one who had the power to lock it all down.

The concept you are familiar with is a "quantum multiverse" where certain outcomes choices or events can split a timeline into multiple branches that can butterfly effect into wildly different universes over the course of time, basically everything you see in the loki series is an example of that. But marvel also has another multiverse that exists simultaneously with that quantum multiverse called a bubble universe. The one who remains said in this episode that he found other world layered on top of one another, that is a description of the quantum model, but the universe exists as a bubble of spacetime in higher dimensional space and by traveling through 4th dimensional space like with magic or a TVA tempad you can leave the bubble universe and fine other universes and extra dimensional planes, outside of the universe you find places like the TVA, Dormamu's dark dimension, and other universes like the X-Men Cinematic universe or the other two spiderman universes. A good example of this would be into the spiderverse, spider ham is not from a different timeline, he's from a separate universe with different rules and physics.
