Syril is obsessed with Law and Order, not necessarily the Empire itself, he's helping with this mission because he thinks the Ghormans are actually trying to start a violent uprising... But what he doesn't know is that the Empire is actively manipulating the situation so the Ghormans become violent, that way they can justify a total military occupation. Syril is not necessarily a bad guy (at least not in intent), it's just that his obssession with Order lead him to easily fall under the propaganda of the Empire.
