Yeah a problem with trying to empathize with the civilians in this situation is that the only way to do it is pretending to be immensely dumb. The emotions are completely understandable, but the decisions they're making have exactly zero rationality to them.

The problem I see with the controversy around heroes right now is, that they are already trained to fight and to minimize damage to protect and save civilians, the civilians are not trained and are at risk of only hurting themselves and others if they keep fighting...
The recent big fight where the Villains demolished all of these cities might've had the Heroes failing, but it's not the Heroes fault that the Villains have the mega GodMode Cheat on their side and then judging Hawks for killing twice is kinda hypocritical too 'cause if he hadn't and twice had killed hundreds and maybe even more civilians to get what they want, the public would still blame it on the Heroes for not stopping them.
Nevertheless, it's okay to feel unsafe and uneasy at these times, but take it out on the Villains who caused all of the trouble and not on the Heroes that tried their best to fight and protect, even dying for it in some cases.
