As Maomao stated in ep1, the only men allowed in the Rear Palace are eunuchs and the Emperor's kin, meaning that there's a non-zero possibility that Jinshi might secretly be the Emperor's brother (or just a distant cousin or something). Remember, one of Jinshi's jobs is to test whether various servants & concubines in the Rear Palace are truly loyal to the Emperor.

He's handing out hairpins to girls who don't have any so they won't feel left out, then he's so uncomfortable with how scared the poison tasters are that he refuses to even look at it.
