Don't worry about Luffy getting splashed. In the manga/anime, it's only being submerged in water (any water, fresh, sea, bath, whatever) that affects devil fruit users. Showers, rain, and splashes are okay so long as they don't submerge them.

I may remember it wrong, but I think this is the first episode that Luffy smiled since Usopp left. That's how much that affected him. Also FYI, if it wasn't obvious, Chopper's VA will be temporarily replaced for a few episodes. I think she had a maternity leave, but don't quote me on that.
