So they technically reneg on their deal to let the Straw Hats go with Spandam and Lucci answering Robin on the matter in the most assholeish way. But at that point, with them staging a full on invasion and assault of their judicial island, they are way beyond being able to reasonably just somehow subdue the Straw Hats and send them on their merry way. Like at that point if hypothetically Spandam was replaced with a Chief that was competent and reasonable that still would have been the call.
