Kurapika is powerful but not *as* broken as the anime explains his Emperor Time ability. It goes for a more abridged description that ends up being inaccurate compare to the manga. It doesn't make him as proficient in every category as a trained master of each type, it's basically a shortcut that lets him skip past years of experience and training and be as powerful in each category as he himself could potentially be. So he's not as good of an Enhancer as Uvo was, but he is as good as he (Kurapika) could have been with years of training and mastery. And since he's naturally talented and skilled this lets him compete with Uvo. It basically lets him compete with top Nen users in the setting immediately (e.g. the Troupe) but he'll still be beaten out in every category except Conjuration by someone who is that type of Nen user. Sorry, literally been thinking about saying this since watching that episode so I had to get it out of my head. =D

The PT is outside causing carnage, while Chrollo was busy fighting Silva and Zeno inside. I don't think anyone's going after Neon with all that's happening XD.
