The user basically puts all their strength into a quick instant strike that is able to bypass Luffy's resistance to Blunt force due to it turning into a shockwave to strike him internally. If he were a normal human, Luffy likely would have died upon the first strike.

Usopp probably told his brother if the situation is dire he should just impersonate him while giving a motivating speech.I must say it is kinda nice of Usopp to go through so much trouble for his former pirate group. I hope we see him in the near future.
