Right, there's activated and there's passive fruits. Luffy has a passive fruit, the only thing it does is change his body, and it's always a thing, it's altered his very being. Same with Chopper being a zoan, but zoan also have an activated ability in the form changes. Meanwhile, Decken only has an activated portion to his paramecia(unless you count his hands marking things automatically as a change in his body). He doesn't have to concentrate on it, but he does have to actually throw a thing, and then it keeps running off of that original intent of hitting the target. This is generally how it works if a fruit affects something else than the owner's body, unless it's specified that they need to concentrate. Logias are activated as well, you can touch an unconscious logia.

I think the best way to like, consider the effects of conscious versus unconscious on Devil Fruit abilities is to think of, like, Brooke(or Luffy or Chopper) Vs Robin. If a Devil Fruit affects like, a person's entire body, it's going to still work regardless, I.E. Brooke is still dead AF. Robin on the other hand has to manifest her ability on command, so it's not like she can just, spout limbs in her sleep, y'know? So in Decken's case, because it's an ability that requires like, manifestation, it makes sense that it wouldn't work if homeboy got zonk'd. Now, as there are mANY more Devil Fruit abilities, probably some I'm not even thinking of canon or otherwise, there's probably exceptions to the rule (I can think of one but anyone reading shhh don't say shit), but I think this is a pretty like, good standard to draw a line on when it comes to abilities.

I don't think you're "super wrong" to question how devil fruits work regarding the user passing out, but there are definitely some powers that work that way. Like, presumably if Enel is knocked out, his body isn't made of electricity (edit: people in the chat are saying it would be. I could be wrong, but I seem to remember Oda saying that logia users aren't fully solid or fully their element by default, whatever that means). And when a Zoan type is knocked out, they always return to their human form (except for Chopper, who oddly doesn't turn back into a reindeer, but into his small hybrid form instead). I suppose you could argue that those require thought/effort to activate though, whereas Deckens thrown objects are on auto-pilot, so... Yeah, questioning it is valid, by I can accept that it works the way Decken says it does. I wonder if knocking Hancock out would revert people she's turned to stone? Maybe not because it's a physical change that has completed, whereas Decken's power is actively (whether he has to think about it or not) proving his thrown objects with thrust and the ability to turn? Hopefully this isn't a spoiler (I don't think it's ever plot relevant, but I could be wrong ), but there may also be a difference between falling asleep and being knocked out. If Decken threw something, then went to take a nap, the power would probably stay active.

I can only think that there are passive and active abilities for DFs. Like, you're right, Luffy's body is Rubber, but it takes a force of some kind to actively stretch him. There are also varying levels of similar DF abilities as well. Look no further than Ace and Akinu, both with very powerful Fire type powers, but with a very clear edge for one. The Mark-Mark Fruit could potentially be the weakest of a subtype of DFs focused on hitting a target of some sort, with the Passive Ability of "Hold the Target that Made Hand Contact" and an Active Ability of "Thrown Weapons at Target of Thought Will Hit". Knocking him out only ends the ACTIVE ability in this case

Devil Fruit effects stay if the user is unconscious, like Deckens Mark still existing. Devil Fruit ABILITIES disappear when they're knocked unconscious, like any object Decken throws, he even states verbally usually that it should hit his target. Its not so much a constant thought thing as it is an active vs a passive effect. Similarly, Morias shadows and Peronas ghosts disappeared, but their bodies themselves still maintained their respective fruits effects

About the unconscious thing for devil fruit users, my theory is that it is referring to being knocked unconscious and only stops the effects that are outside of the user's body. So if a user were to go to sleep naturally, the effects of there power would still be around.

Gomu Gomu no Snake Shot is a nod to how Luffy's training was in close proximity to Amazon Lily, as Luffy is always coming up with new attacks based on his surroundings, and a huge thing about Amazon Lily is the whole thing with snakes and stuff-- Boa is even referred to as "hebihime-sama" (hebi: snake, hime: princess), and also, like... named "Boa." As in boa constrictor, or the like. Pretty neat stuff, and it's always cool to see how Luffy draws such inspiration from the places and people he meets on his adventures-- like how Gear 2 was inspired by the sea train, and Gear 3 by the giants. Or like how Fireworks was something he came up on sky island, because of literally being in the sky, or how he came up with Storm as a finishing attack against Crocodile.
