If your entire story relies on the readers understanding the message and themes you are trying to convey, then having at least 1 moment where the characters basically spell it out for the audience is fine. The moment it becomes a problem is when it is omnipresent throughout the story. I think in this case, the "preachiness" of the moment is counterbalanced by Luffy basically not giving a fuck about the history of Fishman Island and the simplicity of his response to Fukaboshi's rewuest, which is grounds the moment and stops it from feeling like it was preaching to the audience.

So, it's a facet of his devil fruit that he discovered during the timeskip.

He doesn't understand that the fishman who blew up the human shoppe was a hero because he stopped the trafficking of slaves, and not just because humans died. The same for Fisher Tiger. He isn't evcen interested in Fishman liberation or a stop to discrimination. He just wants to kill humans like this is literally a holy war and he is God's vessel. Oda was cooking with this one
