I think it’s more about execution and pacing than anything because Caesar Clown can be a genuinely menacing villain on his own; sorta like early Buggy. There should have been more time spent on Caesar’s unhinged obsession with chemical weapons and the inhumane “experiments” he conducts to develop and fund them instead of the far less interesting Cool Brothers and Vergo.

To be fair, Oda didnt plan haki since the start, it was something that came up later to make things hard for luffy. He uses the concept of 'exoanded lore', where he can take ANYTHING dont yet used and make it important. Since a little reward like the bracelet of luffy becoming imoortant to buggy, or a piece of paper gave from a friend to nami, EVEN small stuff at the start of the series can become important later since tjose dont have further explanation, so Oda can take them and make them important and super relevant And yes. Usssop would be using hard haki without knowing, which is also cannon, since we saw Coby doing something like that too, feeling the pain of EVERYONE in the war at marineford, so it is kinda possible that ussop used the "prediction" part from observation haki without realizing and for him was just "making things up", which considering that ussop is based on Gulliver's tales, kinda makes sense, and that was BEFORE haki was on Oda's mind, since he predicted the giant golden fish and that happened even before arabasta and the oroginal ending of onepiece was supposed to be skypiea, so anything before that was part of the original 'lies" that become truth for ussop, and that become part of the trope for ussop, where ALL of his 'lies' are actually 'predictions' without realizing it And for nami's punches, Oda joke about it saying she punches luffy with fist of love, just like Garp does, and that garp dont use haki on luffy, that ir came from the heart and thats why he got beaten but not actually 'hurt' by her because he knows she meant good But that would be for armament haki, which is for fun, her observstion haki is basically canon on how she always know the westher changes beforehand

Yeah... no, that's just Oda being cheeky. Predicting the future that far ahead isn't "soft levels of Haki", that's higher level Haki than fucking Shanks at that point, so it makes no sense. As for Nami, it's obvious the beatings are simply comic relief and not meant to mean she has Haki. How can we tell? Every time pre-timeskip that Luffy gets hit with Haki, he's always shocked to actually be feeling pain and they make a big deal out of it. But he never says anything when Nami beats him up. Yes, the cool brothers are, for me, the lamest and most disappointing characters ever made in One Piece. We didn't even see their face, that's how much they matter XD. As for pacing, while this arc suffers a lot from the anime pacing, I think the whole arc plot was a bit dragged with unnecessary stuff. It could've honestly been cut off in half in both anime and manga and it would've still worked.

Something that was revealed in the Manga but completely skipped in the Anime, Smiley was a devil fruit user, the manga had an info box showing it but the anime just skipped that leaving the viewers confused as to where the devil fruit came from, the apple in the sled was smiley's fruit being reborn the moment Smiley had passed, which was the intended reveal for the readers, the anime just fucked it up massively.

Not in the anime, but in the manga there is a special arc when is confirmed that enel didnt died and it actually reach his goal to go to the moon, where he find out there are 2 races of people living there, some are old robots who he bring live again with hisnlightning and others are called lunarians and i think the world government tryed to extermunate that race because they are too strong (starting by the fact that they can fly) and are the original sky-people that later on become the skypieans (have wings but cannot fly) Idk if oda will make him appear again in the future, as Alicia said = no corpse, not dead

I think the devil fruit was Smiley's devil fruit, which is why he was 'weak' to water, and Caesar said 'bye' to smiley after he diggested the candy, so that probably killed it to make it become the poison wave/gass, and then his devil fruit reappeared in the world... probably also explains how Caesar give 'life' to the densified gas, since it was Vegapunk who discovered how to give devil fruits to inanimated objects (like the elephant-sword in enies lobby or the cannon-dog) and caeaar was his apprentice, so he probably know how to do that

Every Devil fruit has a corresponding regular fruit, when a df user dies their fruit is reborn into the nearest corresponding fruit. We understand this because there is a df encyclopedia in the story which was brought up in enies lobby when kaku and the chick ate their dfs. Its never explained in the anime and is more show not tell(which I dont get considering OP is notorious for breaking down simple aspects of the story so why not this one which is a bit more complex to understand off details alone?)

Yea as people have said the anime does a poorer job of explaining it, but TLDR Smiley died when he consumed the candy, and his devil fruit reincarnated elsewhere (in this case, the apples the cronies left behind). Its the series' way of confirming what happens to users DF's once they die, they'll just reappear elsewhere. Blackbeard was a unique case, it is still impossible for anyone else to have two fruits. Unrelated, but this again reminded me why i hate Skypiea so much. Enel should've died at the end of that arc and his fruit should've been reincarnated somewhere on the seas. For one, that would've been a way cooler way to depict DF reappearance, for another it would've made a sick power relevant in the story again.

The thing about the fruit never gets explained in the anime so I'll explain it here: so smiley was a condensed deadly gas that consumed the zoan sala-sala (salamander) fruit: model axolotl, when he ate the candy it did 2 things, killing smiley and changing the chemical composition of the condensed poison to create an even deadlier poison, when smiley died, his devil fruit was instantly reborn, they had the apples there to ensure that the devil fruit was reborn within the island (the Island being uninhabitable and devoid of plants, those were the only fruits available for the devil fruit to be reborn), effectively ensuring that they are able to conserve the fruit

It's been a long standing theory that Nami does have some latent skill with Observation Haki. While it isn't fully unlocked, and she only uses it subconsciously, it's theorized that's part of what helps her be so damn good at noticing the most subtle shifts in weather and predict it so accurately. I think it can be inferred from just the information given in the anime even though the fruit isn’t named. When I first saw it, I thought that’s what it was & I have never read the manga. It’s never directly explained though if I’m not mistaken.

To make it as clear cut as possible ONLY Black Beard can use two devil fruits, likely because his ability literally draws everything into it and that devil fruit was not planned by Caesar it was a random occurrence.

People can't have two devil fruits, that is a Blackbeard exclusive. The only explanation or hint we have as to why is from Marco at Marineford saying his body is not like a normal person's.

My take here is Caesar probably used a devil fruit to give life to Smiley, and it went to one of the apples after he killed it with the candy( notice how Smiley started to melt down before his eyes were gone)

Smiley is a poison gas that 'ate' the Axolotl Devil Fruit. Eating the giant candy killed it, so the Devil Fruit re-appeared in the nearest viable fruit, a nearby apple.
