It depends on the context. Generally speaking, the manga is much better received than the anime. For all that the anime helps to bring the panels to life with emotion and depth, the animators do leave their marks, most often in the case of excessive fanservice (Oda isn't innocent of it himself, but he's generally more reserved than Toei), and in the case of stretching out scenes and plot points in unnecessary, or even incorrect ways. So if One Piece does something good, and it's accurate to Oda's original vision, then he deserves the praise, and if it's one of his plot points that fails, then he deserves the criticism. Likewise, this is true for Toei; when they leave the manga, even to flesh out a canon scene, if they go too far, then they deserve criticism or praise for their ills and successes. It's just that Oda, as the creator of the baseline of a beloved show, by nature tends to have more good scenes than bad, and this sets Toei up to have more negatives than positives. It's a fair bit more nuanced than simply "My kid is so good!" and "Well, he's your child".
