Toei is crazy. In the manga, she was just a girl in bikini armor. You get beach episodes with teens in manga and anime all the time so that's no biggie. It was tasteful, no weird camera angles or anything. Weirdest moment was Luffy sitting on her but in context it makes perfect sense as a way to disarm someone. IN THE ANIME THEY HAVE HER PANTING WHILE HE'S ON HER. Her bikini armor sometimes shrinks and thins from time to time. Her boobs are bigger in some scenes and they focus more on them than the manga did. This is a 16 year old Toei!

That's not it at all. Oda has said multiple times that he started drawing Nami like his wife. A big boobed hour glass figured model. And that the more beautiful his wife is the more beautiful Nami gets. Oda then took the opportunity to draw any girl who has an hourglass figure like his wife. It's not cause he's lazy or sexist. He's just obsessed with his wife.

Rebecca is one of those unfortunate characters where she is very strong by normal people's standards. That's how she got as far as she did. But when it comes to something as powerful as the flare flare fruit being up for grabs it attracted powerful people from all over the world. And even more sad is Luffy makes those powerful people look like jokes. So even though her heart wasn't in it because she liked his personality, she felt like taking him out was the only option she had to winning. Luffy of course laying her flat literally. Poor girl.

i mean in many interviews its been stated that every time he wants to make a new character he has to be able to really jive with them to a certain way, like "yeah this is very funny looking" or "yeah this is very cool" my guess is that he gravitates towards the average female character bases that drive a certain emotion/vibe home and thus his repeated usage of the dreaded barbie doll approach is just a limitation of his creative process even if it produces some of the best written women in shounen manga its like a whole "if it aint broke, no need to fix it" situation

I've always felt it's laziness on his part. He's not good at drawing women and admits as such because he doesn't put forth the effort to getting good at it, because he doesn't feel like it's worth it because woman lol 'Cuz like, the few times where he's clearly inspired when designing women (e.g. the Boa sisters) he shows just as much talent and creativity as when he designs the men. It's just a real weakpoint of his art and I wish he cared more about it to fix it.

Toei however are just unrepentant horndogs who just continue the narrative of having pervs exaggerate the looks of women in One Piece, and you can see it in full effect with Rebecca and Viola in this anime arc compared to the manga.
