So Billy was voiced by Lou Forigno. Pro Body Builder, played the first live action Hulk in the 60s tv show, and is deaf which is why he sounds like that.

Billy says "... is probably dead" each time they save someone, he just the trope of old hero reminded of why he struggled endlessly by the new generation. How can you say its all pointless when the kids have to live in this world. You might be on your way out, but plenty more are on the way in.

Besides, the people saying "violence is never okay" are often the ones passively doing violence to others.
