He probably wouldn't have been stopped if Luffy hadn't laid the smack down on him. Doffy on the other hand was smart and had plans upon plans to ensure that reigned supreme.

I don't mean plans to win because for him winning is simple I mean his plans to cause as much suffering to as many innocent people in the worst ways possible. Everything he does both benefits him making him intelligent and causes the most possible suffering making him evil. Also his influence spans the entire world, if it was just one island it would be terrible but he wouldn't have much presence the fact he could potentially make someone suffer no matter where they live is horrifying.

He is a clever schemer with a backup plan to his backup plan who will always be able to outmanoeuvre any plan against him. Problem he had was mainly Luffy doesnt do plans and you can't outmanoeuvre chaos.
