It's one of those episodes that are shown as the first episodes of S2 on some lists, as one of the lasts of the S1 on others. Some things you mentioned here made me think you either forgot it, or never saw it. The initial broadcast order has Rose's Scabbard as ep. 45, followed by The Message, Political Power, The Return, Jail Break, with Full Disclose starting Season 2. The episodes Open Book, Shirt Club, Say Uncle and Story for Steven were then shown after Full Disclosure, so they aren't on all Season 1 episode lists. The list of episodes as given in the wiki and most other places puts them on Season 1 though, not Season 2. And it looks like you might have missed them in the confusion, since they weren't in the S1 you watched, but neither were they in the S2. Say Uncle is a weird crossover, but Open Book, Shirt Club an Story for Steven are all good episodes, and if you truly missed them out initially, it's going to be interesting when you go back to Season 1 and get to think about foreshadowing while watching the episodes the first time.
