Late reply but here goes for 379 Tobirama was definitely the most controversial Hokager. In many ways he did great things such as composing the structure of the Leaf Village that was then copied and used for the other Great Nations. However, despite his more rationale nature he still bares emotional scares that cloud his judgement. Looking at Hiruzen and Danzo, who were direct subordinates and students of Tobirama, it's interesting what they took away from their master. Hiruzen, while also shown not to be perfect, no one is, he still understood the Will of Fire, valueing bonds and not seeing people as tools. Danzo, however, took upon himself the ruthless, pragmatic side. It was interesting how he also lusted after the Uchiha's power despite wanting to eliminate them, even turning himself into an abomination. Also, don't let me forget to tell you about the Naruto Shinden Light Novels. A couple were not adapted into the anime and one goes into what you brought up after 379.
