I don't think that it really mattered how Luffy led up to the bad news regarding Merry. He didn't even want to say that Merry couldn't sail anymore. However, even when luffy did tell Usopp the reason why, Usopp still fought him and the entire crew over it. He never would have accepted it at that moment no matter how it was delivered. In my opinion.
